Amends the Rural Energy for America Program (REAP) to require the Secretary of Agriculture to promote greenhouse gas emission reductions and adds climate benefits as a criterion for evaluating grant applications

Expands eligible entities to include producer cooperatives and nongovernmental organizations, and allows limited case-by-case financial assistance to agricultural and rural electric cooperatives that don't otherwise qualify

Increases the maximum grant amount for renewable energy systems from 25% to 50% of project costs and raises the audit threshold from $20,000 to $50,000

Requires development of a streamlined application process, mandates technical assistance for applicants, and directs up to 8% of program funds toward outreach, technical assistance, and education

Establishes a reserve fund receiving at least 15% of annual program funds to support projects using underutilized renewable energy technologies, and requires a study on dual-use energy systems that combine renewable energy with agricultural production
