Amends the definition of "manufactured home" under the National Manufactured Housing Construction and Safety Standards Act of 1974 to include homes built "with or without a permanent chassis," expanding the category beyond traditional mobile homes

Requires the HUD Secretary to issue revised construction and safety standards for manufactured homes built without permanent chassis, including distinct labels, data plates, and invoice notations to differentiate them from chassis-built homes

Mandates states submit certification within 1 year (2 years for states with biennial legislatures) that their laws treat manufactured homes without permanent chassis equally to those with chassis regarding financing, title, insurance, sale, taxes, transportation, and installation

Prohibits manufacture, installation, or sale of chassis-free manufactured homes in states that fail to submit required certifications by the deadline

Directs HUD to coordinate with other federal agencies to ensure consistent treatment of the expanded manufactured home definition and to provide model guidance to states for certification compliance
