Requires the Assistant Secretary for European and Eurasian Affairs to provide briefings to Congress on antisemitism and international terrorism in Europe within 180 days of enactment, then annually for two years

Expresses the sense of Congress that the State Department should assess the growing threat of antisemitism and international terrorism in Europe as a foreign policy priority

Directs the Under Secretary for Political Affairs to diplomatically engage European governments on transatlantic cooperation to counter antisemitism and terrorism threats

Briefings must address threats to transatlantic stability, safety of U.S. citizens, and American institutions abroad

Briefings go to the House Committee on Foreign Affairs and Senate Committee on Foreign Relations
