Amends Section 402(a) of the Federal Land Policy and Management Act of 1976 to extend grazing permit protections to ranchers on national grasslands, giving them the same status as permittees on other federal lands

Expands the definition of eligible lands from "lands within National Forests" to all "National Forest System land" as defined under the Forest and Rangeland Renewable Resources Planning Act of 1974

Preserves existing authority under the Bankhead-Jones Farm Tenant Act (Title III) governing national grasslands management

Maintains current provisions of the Public Rangelands Improvement Act of 1978 (Section 11) without modification
