Creates the Export Compliance Accountability Fund in the Treasury to pay whistleblower awards and support enforcement activities, with a minimum reserve of $100,000,000 or enough to cover pending award determinations

Prohibits employer retaliation against whistleblowers, including discharge, demotion, suspension, threats, or harassment, with remedies including reinstatement, double back pay with interest, and attorneys' fees for prevailing plaintiffs

Requires the Secretary of Commerce to establish a secure online portal within 120 days for reporting violations, with initial credibility review within 60 days and status updates to whistleblowers every 180 days
