Requires the President to impose sanctions on foreign persons who own vessels engaged in illegal, unreported, and unregulated (IUU) fishing, serve as captains or senior crew on such vessels, or operate as officers or managers of entities primarily engaged in IUU fishing

Mandates sanctions on foreign vessels that engage in IUU fishing, including asset blocking of all property and interests within the United States or controlled by U.S. persons

Sanctions include visa revocation and inadmissibility to the United States for foreign nationals involved in IUU fishing activities

Requires the President to submit reports to Congress within 180 days of enactment and annually for five years, listing all sanctioned foreign persons and vessels and describing enforcement efforts

Provides exceptions for humanitarian assistance, intelligence and law enforcement activities, vessel and crew safety, and international obligations including the UN Headquarters Agreement; allows presidential waiver with 15-day advance certification to Congress that the waiver serves national security interests
