Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to extend federal debris removal assistance to residential common interest communities, condominiums, housing cooperatives, and manufactured home parks damaged by major disasters

Establishes formal definitions for "residential common interest community," "condominium," "housing cooperative," and "manufactured home park" within federal disaster relief law

Requires the President to issue rules allowing debris and wreckage removal from these communities when state or local governments determine in writing that such debris threatens life, public health or safety, or economic recovery

Directs federal rules to defer to state and local laws and ordinances when defining relevant terms

Applies to major disasters or emergencies declared on or after the date of enactment
