Secretary of Housing and Urban Development must issue federal guidelines within 18 months for point-access block buildings (residential structures up to 5 stories with a single internal stairway serving all units)

Guidelines will provide model code language, best practices, and technical guidance to States, territories, Tribes, and localities to facilitate permitting of these single-stair residential buildings

HUD must consider fire safety (sprinklers, smoke detection, ventilation, egress), construction costs, housing affordability impacts, accessibility, and examples from jurisdictions with existing single-stair codes

Secretary may award competitive grants to States, local governments, Tribes, housing agencies, developers, and research institutions for pilot projects evaluating safety, feasibility, or cost-effectiveness of point-access block buildings

Does not preempt State or local building codes; HUD shall coordinate with International Code Council to encourage incorporation into the International Building Code
