Amends the Omnibus Public Land Management Act of 2009 (42 U.S.C. 10364) to modify cost-sharing requirements for water conservation grants to Indian Tribes

Authorizes the Secretary of the Interior to reduce or fully waive the non-Federal cost-share requirement for Tribal water infrastructure improvement projects

Allows the Federal share to increase accordingly when the non-Federal share is reduced or waived

Waiver eligibility applies when the Secretary determines that contributing the non-Federal share would result in financial hardship for the Indian Tribe
