Requires the SBA Chief Counsel for Advocacy to establish the "Cut the Burden, Keep the Benefits Hotline" within 180 days to receive complaints from small businesses, small organizations, and small governmental jurisdictions about burdensome federal government actions

Mandates creation of an accessible website with email address, submission form, or phone number for reporting concerns about rules, Executive orders, statutes, regulations, and Presidential proclamations including tariffs

Directs the Chief Counsel to consider regulatory alternatives that achieve agency goals while minimizing burden when notified of rules with significant economic impact on substantial numbers of small entities

Requires annual reports to the SBA Administrator and Congress detailing most frequently reported government actions, affected industry sectors, regulatory costs and benefits, geographic data, and recommendations for burden reduction

Defines "Government action" broadly to include rules, Executive orders, statutes, regulations, and Presidential proclamations, with terms like "small business" and "small organization" following existing definitions in 5 U.S.C. 601
