Establishes an Office of Public Participation within the Tennessee Valley Authority to engage with the public through outreach and education, with hiring authority retained by the TVA Board rather than delegated to staff

Requires the Office to create a public engagement process for TVA's integrated resource planning within 1 year of enactment, including opportunities for intervention, discovery, filed comments, testimony, and evidentiary hearings

Mandates a public comment period beginning at least 100 days before release of a draft integrated resource plan, with TVA required to respond to discovery requests from intervenors within 15 days

Requires integrated resource plans to include long-term sales forecasts, transmission investment summaries, resource portfolio evaluations comparing demand-side and supply-side technologies, and sensitivity analyses on fuel costs and environmental regulations

Amends the Energy Policy Act of 1992 to add "resilience, extreme weather risk, impacts to public health" as factors TVA must consider in its least-cost planning program
