Adjusts Community Development Block Grant (CDBG) allocations to metropolitan cities and urban counties based on their housing growth improvement rate, comparing current 5-year average annual housing unit growth to the prior 5-year period

Awards bonus funding to eligible recipients with housing growth improvement rates at or above the median, or those designated as "extremely high-growth recipients" (4% or higher annual growth rate)

Reduces CDBG allocations by 10% for eligible recipients with housing growth improvement rates below the median

Exempts certain jurisdictions from eligibility adjustments, including those with lower rents and home values, high rental vacancy rates, recent major disaster declarations, or lacking legal authority over zoning and permitting

Takes effect in the third full fiscal year after enactment and remains in effect through fiscal year 2043, with HUD required to notify recipients within 60 days of enactment and publish annual reports on housing growth improvement rates
