Secretary of Agriculture must establish a payment program to reimburse covered producers for the full cost of Good Agricultural Practices (GAP) audits required by retail food stores

Eligible producers include small farm operators with average adjusted gross income under $350,000 annually, or beginning farmers and ranchers

Program funded through the Commodity Credit Corporation with a 5-year sunset provision from date of enactment

Annual reports required to Congress for 5 years detailing the number and type of producers receiving payments and the extent to which payments increased market access to retail stores requiring GAP certification
