Grants the President authority to waive Clean Air Act requirements for advanced manufacturing facilities or critical mineral facilities to offset increased air pollutant emissions when determined to be in the national security interests of the United States, with this determination not delegable to any other person.

Requires state permitting authorities to allow qualifying facilities to use alternative or innovative means to offset emissions if the facility demonstrates it has exhausted all reasonable efforts to obtain traditional offsets and sufficient offsets are unavailable.

Permits state authorities to impose emissions fees of no more than 1.5 times the average cost of stationary source control measures from the previous 3 years as an alternative to direct offset requirements, with fees used to maximize emissions reductions in the area.

Defines "advanced manufacturing facility" as a facility primarily manufacturing semiconductors or semiconductor manufacturing equipment.

Defines "critical mineral facility" as a facility primarily engaged in extraction, processing, refining, or milling of critical minerals designated by the Secretary of the Interior.
