Extends VA hospital care and medical services to family members, workers, and individuals who were in utero while their mother resided at or worked at locations with established presumptions of service-connection for toxic exposure-related illnesses

Eligible individuals must demonstrate they were exposed to the same conditions that qualify veterans for such presumptions and meet the required time period at the location

Care is limited to amounts provided in appropriations Acts, and individuals must first exhaust all third-party claims including private health insurance before receiving VA care

Conditions found to have resulted from causes other than time spent at the covered location are excluded from coverage under this program

Requires the Secretary of Veterans Affairs to submit reports to Congress by December 31 of 2027, 2028, and 2029 detailing the number of individuals served, conditions treated, applications denied, and pending eligibility decisions
