Allows veterans to transfer Post-9/11 GI Bill benefits to siblings in addition to spouses and children

Defines "sibling" broadly as a brother or sister by blood, adoption, or through a recognized guardianship or family relationship

Sets age limitations for sibling transferees: benefits may be used until the later of the 15-year delimiting date or age 26, with exceptions for siblings serving as primary caregivers for seriously injured veterans or servicemembers
