Establishes a 3-year pilot program under the Secretary of Housing and Urban Development to provide grants to public housing agencies and owners of federally assisted rental units for installing and testing temperature sensors

Requires participating agencies and owners to obtain written resident permission before installation, monitor sensor data, and collect records on temperature-related complaints and violations

Applies to rental units receiving assistance under Section 8 project-based rental assistance, public housing programs, Section 202 elderly housing, and Section 811 housing for persons with disabilities

Mandates two reports to Congress: an interim evaluation within 12 months examining complaints/violations and barriers to implementation, and a final evaluation within 36 months after program conclusion comparing sensor technologies across climate zones, cost, and features

Authorizes appropriations for grants to participating owners, program administration, and technical assistance, with the Secretary required to establish eligibility criteria and data privacy standards within 180 days of enactment
