Must report whether service members are required to change their occupational specialty to receive promotions to higher grades

Requires detailed promotion statistics for grades E-6 through E-9, including number eligible, number promoted, selection rates, and average time in grade/service before promotion

Mandates Secretary's analysis of any challenges to career advancement within each of the six specified occupational specialties
