Requires uniform protocols for the self-initiated mental health referral process under 10 U.S.C. § 1090b(e), including workplace posters, flyers, and advertisements to inform service members of their options

Mandates standardized mental health training for all service members, with specialized training for commanders, senior enlisted leaders, and medical personnel on identifying and addressing mental health concerns

Establishes a certification process requiring documented proof of completion for mental health training

Training must cover how to respond when a member initiates a mental health referral and how to recognize signs of mental health distress
