Reauthorizes the Commission on Farm Transitions-Needs for 2050, requiring the Secretary of Agriculture to establish it within 60 days of enactment

Expands the Commission's mandate to include making recommendations (not just conducting a study) on farm transition issues, including affordable and timely access to land, apprenticeships, mentoring programs, and technical assistance

Adds new study topics including heirs' property succession, barriers faced by historically underserved and women farmers in transferring or purchasing agricultural assets, and foreign ownership trends of agricultural land

Extends the Commission's report deadline to 2 years after enactment and reauthorizes funding through 2029

Broadens policy analysis to include both state and federal policies that facilitate or impede farm transitions, not just federal tax policies
