Requires the Secretary of State to submit annual reports to Congress on Mexico's water deliveries under the 1944 Treaty relating to the Utilization of Waters of the Colorado and Tijuana Rivers and Rio Grande

Mandates that reports determine whether Mexico delivered a minimum of 350,000 acre-feet of water annually and assess Mexico's capability to deliver 1,750,000 acre-feet by the end of each five-year treaty cycle

Requires the President to deny all non-Treaty water requests from Mexico if reports show Mexico failed to meet minimum delivery requirements, and authorizes limiting or terminating engagement with Mexican economic sectors dependent on treaty-related irrigation

Exempts engagement related to countering fentanyl, fentanyl precursors, xylazine, and other synthetic drug flows from any engagement limitations

Allows exceptions for non-Treaty water requests only if the Secretary certifies every 120 days that the water addresses ecological, environmental, or humanitarian emergencies and serves vital U.S. national interests
