Secretary of State must submit a report to Congress within 180 days on the treatment of ethnic minorities in Serbia, specifically ethnic Albanians in the Preshevo Valley region.

Report must assess "passivation" of addresses—deactivation of registered residences by Serbian authorities—and whether this prevents ethnic Albanians from renewing identity documents or voting.

Report must examine restrictions on Albanian language use in public institutions and documents, recognition of Kosovo-earned diplomas, provision of Albanian-language school textbooks, and proportional integration of ethnic Albanians in state institutions.

Report must evaluate central government grant funding to majority-Albanian municipalities compared to majority-Serb areas, police interrogation practices, and any measures deliberately increasing poverty in the Preshevo Valley.

Report to be submitted in unclassified form with a classified annex permitted if necessary.
