Amends Section 47114(d)(4) of title 49, United States Code, to allow states to use their highway specifications for airfield pavement construction and improvement at nonprimary airports serving aircraft weighing 60,000 pounds or less

Requires states to notify the Secretary of Transportation that nonprimary airports intend to use state highway specifications, and the Secretary must determine the specifications will not negatively affect safety

Mandates the Secretary make a safety determination within 6 months of receiving state notification

Permits the Secretary to extend the determination period by an additional 6 months if insufficient time, provided the Secretary notifies the state and provides justification for the extension

Allows the Secretary to authorize additional extensions beyond the initial 6-month extension
