Secretary of State must submit a report to Congress within 180 days of enactment, and every 5 years thereafter, on participation in U.S. and Chinese educational and cultural exchange programs

Report must include country-by-country data on participants in Chinese-sponsored programs and detailed metrics for U.S. programs including funding amounts, participant demographics, and program effectiveness measures

Covered U.S. programs include the Fulbright Program, Young African Leaders Initiative, Young Southeast Asian Leaders Initiative, Kennedy-Lugar Youth Exchange and Study Program, and Future Leaders Exchange Program

Each subsequent report must add at least 10 new U.S.-sponsored exchange programs not previously covered

Reports must be unclassified but may include a classified annex, and must analyze participation trends and their implications for U.S. diplomatic and strategic interests relative to China's influence
