Secretary of Agriculture must provide technical assistance within 1 year to improve access to rural development programs for local governments, cooperatives, businesses, healthcare facilities, community anchor institutions, and nonprofits in geographically underserved and distressed areas

Technical assistance may be provided directly or through cooperative agreements to strengthen local capacity in eligible communities

Annual public reports required to Congress on how the technical assistance has affected geographically underserved and distressed areas

Eligible areas include rural communities that are socially vulnerable, in persistent poverty counties, economically distressed, or lack adequate water, sewer, or housing services near the U.S.-Mexico border
