Amends Section 47109(f) of title 49, U.S. Code, to expand eligibility for the special federal cost-sharing rule for airports in economically distressed communities

Airports currently receiving Essential Air Service with compensated air carrier service qualify under the updated requirements

Airports located in U.S. territories that were eligible points under Section 419 of the Federal Aviation Act of 1958 as of October 24, 1978 now also qualify for the special cost-sharing provision
