Secretary of Transportation must establish a pilot program within 1 year to award grants improving public transportation access for veterans, in consultation with the Secretary of Veterans Affairs

Grants will be awarded to at least 5 eligible locations, defined as rural areas or urbanized areas with populations under 200,000, with equitable distribution across geographic regions including rural and Tribal communities

Eligible recipients include state, local, and Tribal governmental entities; funds can cover capital projects, service acquisition, and operating costs for transit connecting veterans to VA facilities and veteran-serving organizations

Grant recipients must conduct outreach to veterans and submit reports within 90 days of program termination detailing ridership changes, accessibility improvements, and effects on veteran transportation services

Pilot program terminates 5 years after commencement; Secretary must report to Congress within 180 days after receiving recipient reports
