Restricts benefit redemption so individuals may only use EBT cards bearing their own name and photograph

Allows states to issue individual EBT cards to each authorized household member in multi-person households

Mandates retailers inspect the photograph on every EBT card before completing a sale to verify the purchaser is entitled to use the benefits

Provides exceptions for caregivers of minors, individuals with disabilities, or elderly individuals to access benefits on behalf of recipients in their care, with the Secretary establishing accommodation procedures

Takes effect 18 months after enactment, with the Secretary required to issue conforming federal regulations within that timeframe
