Amends the Federal Water Pollution Control Act to expand financial assistance for rural, small, and tribal publicly owned treatment works through state water pollution control revolving loan funds

Allows states to use up to 50% of their annual capitalization grants for additional subsidization, or alternatively the 10-year average of state deposits exceeding required amounts

Provides an additional 10% of capitalization grants specifically for rural, small, and tribal publicly owned treatment works

Requires states to use at least 20% of capitalization grants for additional subsidization when sufficient qualifying applications exist

Clarifies that loans with interest rates at or above 0% do not count as additional subsidization, and expands eligibility to include assistance for affording wastewater and stormwater services
