Administrator of General Services and Director of Federal Protective Service must develop and disseminate emergency communication guidance for federal building facility security committees within 1 year of enactment

Guidance must cover "life safety events" defined as incidents requiring deployment of law enforcement, fire/emergency rescue, or natural disaster first responders

Required guidance content includes standard operating procedures for informing building tenants of threats and instructions for safety practices during heightened risk situations

Designated facility security committee officials at each GSA-owned federal building under Federal Protective Service protection are responsible for implementing the guidance

Administrator of General Services must submit a report to Congress on implemented best practices and protocols within 18 months of enactment
