Requires the Secretary of Education to publish detailed institutional and program-level data on the College Scorecard website within 18 months, including costs, financial aid, student debt, repayment rates, and post-graduation earnings disaggregated by income, race, enrollment status, and other student characteristics.

Mandates creation of a Universal Net Price Calculator on a dedicated Department of Education website that allows students to compare personalized net price estimates across multiple institutions and programs of study, with annual and total costs projected over the program length.

Requires all Title IV-participating institutions to make a net price calculator publicly available on their websites within two years of the Department's calculator becoming available, using either the federal calculator or an institution-developed version meeting minimum data standards.

Standardizes definitions for key terms including "program of study" (classified by CIP code and credential level), "required costs," "net price required for completion," and "net price of attendance" to enable consistent cost comparisons across institutions.

Takes effect July 1, 2027, applying to award year 2027-2028 and subsequent years; replaces references to "College Navigator" with "College Scorecard" throughout the Higher Education Act.
