Extends duty-free treatment for imports from Haiti under the Caribbean Basin Economic Recovery Act until December 31, 2028

Sets the applicable percentage for preferential treatment at 60% or more for qualifying apparel articles, with quantitative limitations capped at 1.25% of aggregate square meter equivalents of all U.S. apparel imports

Directs the President to modify the Harmonized Tariff Schedule to restore eligibility for articles that were eligible for preferential treatment on December 20, 2006 but lost eligibility due to subsequent tariff schedule revisions

Applies retroactively to entries of Haitian articles made on or after September 30, 2025 through the date of enactment, allowing reliquidation to receive duty-free treatment

Requires refund requests to be filed with U.S. Customs and Border Protection within 180 days of enactment, with refunds paid without interest within 90 days of reliquidation
