Prohibits transporting, selling, receiving, acquiring, purchasing, breeding, or possessing American mink (Neovison vison) raised in captivity for fur production, including dead animals, parts, products, or offspring

Exempts entities covered under the Lacey Act Amendments of 1981, including accredited zoos, aquariums, and wildlife sanctuaries

Establishes a voluntary buy-out program for privately owned mink farms, subject to available appropriations

Buy-out amounts would be calculated based on the 3-year average number of mink owned and the infrastructure value of the farm

Amends the Animal Welfare Act by adding a new Section 20 addressing mink captivity
