Prohibits individuals with knowledge of confidential quality assurance information from serving on administrative investigation boards or as factfinders, or from disclosing such information to investigators

Bars administrative investigation board members and factfinders from participating if they have personal interest, bias, direct involvement in matters under investigation, or supervisory/personal relationships with investigation subjects

Requires potential board members or factfinders with conflicts of interest to inform the responsible authority and recuse themselves from the matter
