Establishes the Law Enforcement Mental Health and Wellness Program within DHS, managed by the Chief Medical Officer, to address mental health and suicide prevention for officers at CBP, ICE, Secret Service, TSA, and other DHS law enforcement components

Creates a Peer-to-Peer Support Program Advisory Council with licensed clinicians and peer support officials from each DHS component to evaluate programs, share best practices, and establish a cross-component peer support network

Requires DHS components to provide in-person or live virtual suicide awareness and resiliency training at hiring, annually, during supervisory transitions, and optionally before employment termination

Mandates safeguards protecting officers who seek mental health assistance from adverse actions, automatic fitness-for-duty referrals, or retaliation solely for self-identifying mental health needs

Requires annual confidential surveys to assess program effectiveness, incident reporting to the FBI's Law Enforcement Officers Suicide Data Collection Program, and congressional briefings through fiscal year 2027
