Establishes the Center for Strategic Deterrence and Weapons of Mass Destruction Studies within the Institute for National Strategic Studies at National Defense University by amending Section 2165(b) of title 10, United States Code

Directs the Center to prepare national security leaders to address strategic deterrence and WMD challenges through education, research, and outreach activities across the Federal Government

Requires development of curricula, learning outcomes, and educational tools for joint professional military education institutions, following guidance from the Chairman of the Joint Chiefs of Staff

Designates the Center as the primary Department of Defense institution for studying strategic deterrence and WMD education in joint professional military education

Tasks the Center with providing expert support on strategic deterrence and WMD issues to the Secretary of Defense and other Federal Government leaders
