Amends the National Flood Insurance Act of 1968 to create an automatic one-year extension of the National Flood Insurance Program (NFIP) when Congress fails to reauthorize it before expiration

Extends FEMA Administrator's authority to enter into, issue, or renew flood insurance contracts; continue existing coverage; pay claims; and operate the program during the extension period

Maintains all existing dollar limits, rates, terms, and conditions (including borrowing limits under Section 1309) at pre-expiration levels during automatic extension periods

Excludes pilot programs, demonstration programs, studies, task forces, commissions, councils, or committees with explicit statutory sunset dates from automatic extension

Takes effect retroactively as if enacted on September 30, 2025, and preserves all flood insurance contracts lawfully in effect before enactment
