Requires the VA Secretary to conduct biennial reviews identifying disparities in benefits receipt among veteran groups, with reports to Congress within 120 days including recommendations for extending services to historically underserved populations

Mandates reinstatement of the VA's Office of Equity Assurance within 30 days, requires rehiring of employees terminated after January 20, 2025, protects positions from reduction-in-force elimination, and establishes biannual congressional briefings on the office's research and data
