Secretary of Veterans Affairs and Secretary of Defense would establish a program to upgrade discharge status for women veterans who were involuntarily separated pursuant to Executive Order 10240 between April 27, 1951 and February 23, 1976

Secretary of Defense would provide a one-time $25,000 compensation benefit to eligible women veterans, with surviving spouses eligible if the veteran dies after the bill's enactment

Irrebuttable presumption of eligibility applies to veterans involuntarily separated under Executive Order 10240; rebuttable presumption applies to veterans who gave birth, obtained custody of a child, adopted, or experienced pregnancy loss within 10 months of separation

Veterans receiving discharge upgrades would be treated as having completed their assigned duty for purposes of VA benefits

Requires appropriations for the discharge upgrade program and authorizes necessary appropriations for the compensation benefit program
