Prohibits the Secretary of the Navy from constructing a golf course at the Greenbury Point Conservation Area at Naval Support Activity Annapolis, Maryland

Prohibits the Secretary of the Navy from modifying or restricting public access to the conservation area

Amends Section 2855 of the Military Construction Act for Fiscal Year 2024 (Public Law 118–31) to strengthen existing protections

Adds an exception allowing temporary restrictions related to environmental restoration of the conservation area, consistent with existing law and regulations
