Each Secretary of a military department must develop a master plan for Service Academies under their jurisdiction to address infrastructure requirements, with completion required by September 30, 2027

Master plans must include a list of infrastructure in poor or failing condition and a plan to replace, recapitalize, or renovate such infrastructure within five years

Plans must identify infrastructure listed on or eligible for the National Register of Historic Places within five years of enactment

Each plan must assess risks from energy disruptions, extreme weather, cybersecurity threats, and clean water availability

Secretaries must brief the Armed Services Committees within 180 days on the timeline for completion and submit final plans within 30 days of completion or by December 1, 2027
