Requires the Secretary of the Interior and Secretary of Commerce to identify all ongoing or potential major water-supply and storage projects in California, including surface water, groundwater storage, aquifer recharge, and state conveyance projects

Mandates each Secretary designate a federal official to coordinate compliance responsibilities under the National Environmental Policy Act (NEPA) and Endangered Species Act for identified projects

Within 30 days of enactment, designated officials must identify regulatory hurdles that "unduly burden" each project and assess impacts from recent state or federal law changes, including the Fiscal Responsibility Act of 2023

Officials must develop plans to suspend, revise, or rescind regulations or procedures that unduly burden projects and are not necessary to protect public interest or comply with law

Defines "unduly burden" as unnecessarily obstructing, delaying, curtailing, impeding, or imposing significant costs on water resource permitting, utilization, transmission, delivery, or supply
