Prohibits the issuance of any license, permit, or authorization for exploration or commercial recovery of hard mineral resources on the deep seabed under the Deep Seabed Hard Mineral Resources Act

Prohibits the issuance of any license, permit, or authorization for exploration, development, or production of hardrock minerals on the Outer Continental Shelf under the Outer Continental Shelf Lands Act

Exempts scientific research activities from both prohibitions

Requires the Secretary of Commerce within 90 days to contract with the National Academies of Sciences, Engineering, and Medicine to conduct a comprehensive study of the environmental impacts of deep seabed and Outer Continental Shelf mining activities

The study must assess impacts on marine habitats and species, greenhouse gas sequestration capacity, commercial and recreational fisheries, indigenous peoples, and the viability of alternatives such as recycling and substitute materials
