Authorizes The American Border Story (TABS) organization to establish a commemorative work on federal land in the District of Columbia and its environs honoring U.S. citizens and legal residents who died as victims of crimes committed by individuals unlawfully present in the United States

Prohibits the use of federal funds for any expenses related to establishing the memorial; all costs must be covered by private funding

Requires compliance with Chapter 89 of Title 40 (Commemorative Works Act) while waiving the prohibition in section 8903(c) that typically restricts certain commemorative works

Mandates that any excess funds remaining after memorial completion be transmitted to the Secretary of the Interior for deposit in the account under section 8906(b)(3)

If authority for the memorial expires with remaining funds, the balance must be transferred to a separate National Park Foundation account for memorials
