Raises the sole-source contract threshold from $3,000,000 to $8,000,000 for all other contracts awarded to service-disabled veteran-owned small businesses

Removes the phrase "including options" from the current threshold calculation in the Small Business Act

Requires the Federal Acquisition Regulatory Council and Secretary of Defense to update federal acquisition regulations within 180 days of enactment

Applies to all solicitations issued 180 days or more after the Act becomes law
