Establishes the "Veterans Transition Talent Hub" program within the Department of Veterans Affairs to connect transitioning service members and veterans with prospective employers

Participation is voluntary and open to veterans and Armed Forces members eligible for preseparation counseling under section 1142 of title 10

Allows approved employers to search a database containing participants' anticipated discharge dates, military and civilian skills, certifications, credentials, geographic preferences, employment preferences, and resumes

Requires the VA Secretary to consult with the Secretary of Defense, Secretary of Labor, employers, recognized veterans service organizations, and state workforce agencies in implementing the program
