Amends 38 U.S.C. § 111(h)(1) to mandate beneficiary travel payments for veterans in the Freely Associated States when the Secretary exercises travel payment authority in any fiscal year

Secretary must submit quarterly reports to Congress on implementation progress, costs, and any technical or logistical barriers preventing service delivery
