Requires annual training for employees who acquire, manage, or implement software on topics including contract negotiation, commercial vs. custom software differences, and license cost models

Directs the Chief Information Officer to review and update the policy at least once every three years, with annual reporting to Congress on policy updates and estimated cost savings

Requires a GAO report within three years evaluating implementation, cost savings achieved, and contractor independence; all requirements sunset five years after enactment
