Amends the Food and Nutrition Act of 2008 to expand the Restaurant Meals Program to include retail food stores with prepared food sections, hot bars, or deli counters, excluding quick-service or fast-food establishments

Restricts SNAP benefit redemption under this program to meals intended for immediate consumption that contain at least one fruit or vegetable and one protein

Eliminates the need for retail food stores already authorized under SNAP to obtain separate authorization for participating in the Restaurant Meals Program

Excludes spouses of SNAP-eligible individuals from participating in the Restaurant Meals Program

Requires the Secretary to submit and publicly release reports detailing the number of participating establishments, their names and locations, benefit amounts redeemed, participant counts, program costs, and program effectiveness
