Requires the GSA Administrator to dispose of six specific federal buildings in Washington, DC: Frances Perkins Building, James V. Forrestal Building, Theodore Roosevelt Federal Building, Robert C. Weaver Federal Building, USDA South Building, and Hubert H. Humphrey Federal Building

Allows disposal through sale at fair market value or ground leases up to 99 years, with temporary leasebacks permitted for up to 5 years to allow agency relocation

Prohibits sales or leases to foreign persons, foreign entities, or entities with foreign beneficial owners

Exempts disposals from McKinney-Vento homeless assistance requirements, NEPA environmental review, National Historic Preservation Act, and standard federal property disposal procedures

Authorizes the Administrator to add up to 20 additional federal buildings per year to the disposal list if they have utilization below 60 percent, with authority expiring December 31, 2028
